EOC Podcast Episode 13:
Remote Viewer 001, Stargate Project:
A Conversation with Joseph McMoneagle
00:05
You are listening to Expanding on Consciousness, conversations about the research, study and
experience of expanded consciousness with the purpose of informing a larger awareness of a deeper
connection to life. Expanding on Consciousness is brought to you by the Monroe Institute, a nonprofit
research and educational organization dedicated to the exploration of consciousness. Here is the host
of expanding on consciousness. Mark Certo.
Mark Certo 00:38
Welcome to the Expanding on Consciousness podcast I am Mark Certo. And I have to admit something
to all of you who are listening. That is, when it comes to the paranormal. I grew up as a skeptic strew
See, my father was in new york city cop and early on in my life, he taught me that there were a lot of
scams in the world, and to be on the alert for them so I wouldn't be taken advantage of it was good
advice, and served me well through my life. Growing up as a kid, however, I always had this interest in
paranormal phenomenon. But honestly, I saw most of it as a form of entertainment. For quite a while I
applied this skepticism to things like spirituality as well have respected one's right to believe anything
they wanted to, of course, but I didn't participate in such beliefs personally, one might say I was
agnostic from the time that I was about seven years old. My personal experience at that time taught me
that science, trumped spiritual belief systems. I was attending public school in New York City, and at
the same time by requests of my mom, I was also attending church services and being indoctrinated
into the Catholic faith. So imagine my confusion when I went to the museum of natural history on a field
trip, and I learned all about the reign of dinosaurs and the age of the earth and evolution, things like
that, only to hear at approximately the same time, the creation stories in Genesis. Suffice to say the
questions that arose in my head and the answers given to me when I actually voice such questions left
me wanting, coupled that with the gift of discernment my dad had given me in it, it was kind of a potent
combination for what might be considered a pretty long term pattern of skepticism. I always preferred
science to get the answers to life's big questions. When it came to the paranormal, as I said, I was a
fan but I knew all of this to be just entertainment. At the time that I was growing up in the 60s and 70s.
TV psychics were almost ubiquitous on evening shows. I liked ghost stories and other such things. But
from my perspective, at the time, these were about as real as the Easter Bunny, or Santa Claus. I
remember walking through Greenwich Village and seeing all the advertising psychics in the windows
with the neon signs or tarot readers. And I remember thinking to myself, who in the world would ever
fall for such a thing? I'll keep my 10 bucks. Thank you very much. And I held that attitude for quite a
long time. That was until I began to have rather unusual experiences myself, and then things slowly
began to change. Personal experience will do that too. I look to science for potential answers to those
experiences that I was having. But at the time, there really weren't a lot of them to be had nothing
satisfying. Anyway, I kept an open mind and I wondered, as fate would have it. I eventually found
myself in central Virginia and through a series of rather unusual or synchronistic events. I found myself
working with Bob Monroe in his lab at the Monroe Institute, TMI, as it was called, at the time was an
unusual culture. One full of psychics, people who had out of body experiences, people who channeled
spirit guides, people who are visited by aliens, by ghosts, and pretty much everything you could
imagine pertaining to the paranormal.

In some ways, it was like a paranormal theme park, where one could be free to explore these strange
phenomenon and be free of any derision in doing so. What made this place so interesting for me was
that in the lab where I was working, these phenomenon were actually being studied in a pretty scientific
way, specifically through physiological monitoring devices like electroencephalograph or EEG. The goal
of Bob Monroe was to see if there was any brainwave activity that could help ascertain the mechanisms
be behind why people had such experiences and perhaps reverse engineer those persistent brainwave
patterns to help other people have them as well. In my humble opinion, it was good science and it held
my interest for 13 years, I learned a lot of things at the Monroe Institute. If I may, quote, some
Shakespeare here, the thing I learned was that there are indeed more things in heaven and earth than
are dreamt of in my philosophy. My philosophy about all these paranormal things began to change.
While I spent time at the lab at the Monroe Institute. Early on, in my time in the lab, I was exposed to a
wide array of people, purportedly with some very unique talents. Some of them were unfortunately
unable to perform their unique talents under such clinical conditions. Some of them however, were
quite talented and could perform under just about any conditions, it was normal for them to do so.
Watching them do their thing was a real eye opener for me. Much of it was what Einstein called spooky
action at a distance, it was believed that everyone could do this. They just didn't know how. And with
little prompting, and a little science and a little training, maybe it would awaken some things certainly
did for me. When this reverse engineering and training didn't work, we'd go back to the drawing board.
You know, science. Many of these talented subjects were not at all of the same ilk as the theatrical
types one might expect to find in the Greenwich Village shops in New York City, or anyplace else. Many
of them were just normal people, quote, unquote, doing abnormal things, quote, unquote, or
unexplainable things, things which could actually be repeated over and over things which were
observable, things which could be broken down and perhaps taught to others. You know, just like other
sciences, as I said, for me, it was a real eye opener. And the experience allowed this one skeptical
human being to begin to understand that there was a lot more to life than met the eye. I give these
talented and quite normal people, the honorary title of giants, because they gave me a new foundation
upon which not only to build my beliefs on such things, but also to explore such things for myself, to
develop myself in new ways. I develop psychologically, I develop spiritually. And in many ways, these
new experiences allowed me some unique talents of my own, but also, it helped me remain normal,
quote, unquote, and grounded in my approach to such things. One of these giants is Joe mcmoneagle.
Joe is perhaps the most talented psychic I've ever met in my life. He doesn't refer to himself as such
though, Joe is about as normal and is grounded a human being as you'll ever want to meet. However,
Joe had a near death experience. And that experience opened up a gate for him, which allowed him to
have some really amazing psychic abilities, abilities, which were actually honed for him while working
with the Stargate Project. Now, if you don't know about the US government's interest in psychic
phenomenon, I'll leave it to you to do some research. Perhaps as you listen to Joe speak, Google's
Stargate Project. And if you can digest that information as being true, feel free to expand your search
by typing in the words CIA and the Monroe Institute, you'll find an eye opening. The conversation you're
about to hear was recorded in the mid 1990s. When all these secret experiments were becoming
declassified, some 25 years later, in the year 2022. These stories are now being discovered by a much
wider audience through all kinds of mediums like the internet and especially social media.
Consequently, there are a lot of myths being developed. Unfortunately, that's pretty much what
happens over the course of time new voices emerge, new would be legendary figures emerge and the
truth sometimes gets a bit muddled. Fortunately, I have this recording so you can get it straight from the
horse's mouth. Fortunately, Joe mcmoneagle is still with us. And he's still doing work as a scientific
remote viewer.

So I I thought it would be a good idea for you to hear what the secret programs were all about directly
from the one who was there. With any luck, you'll also find an updated interview with him in our next
series of episodes. I knew Joe McMoneagle for 13 years while I was at the Monroe Institute. He's not
only a real mench, a good person, good man. He's also in my humble opinion, a giant whose shoulders
we can all stand on when we explore the potentials that can be reached by each and every one of us
when we attempt to expand on consciousness. Here's my interview with Joe mcmoneagle. I hope you
enjoy it. Before we get things rolling here. I want to read you something that's very fascinating and kind
of set the tone for the interview. It begins like this. It was a miserable day with dark hanging clouds and
it had been raining on and off all throughout the afternoon. It was a Friday and I had developed a bit of
a habit of taking a few friends out to dinner in the early evening on most Fridays. It goes on to read that
the conversation I don't remember as being anything remarkable, just congenial. We were sipping
drinks for about 10 minutes and I noticed that I was beginning to get extremely hot on the back of my
neck. I asked my friend who was sitting right next to me if he'd noticed anything particular about his
drink, thinking that perhaps the drink had something to do with the way I was beginning to feel. He
commented No, so I tried to ignore the discomfort and get more involved in the conversation. It
seemed, however, that the harder I tried to relax the worst I felt after 30 minutes of progressively
increasing misery, I finally told my friends that I really didn't feel very well and felt that I should leave.
They suggested that some fresh air might help and I quickly agreed. By this time rising from the table
seemed to be an effort, but I managed to extricate myself from the tightly packed chairs and to make it
to the front door of the restaurant. I remember that at this specific point in time, things seem to appear
to slow down my perceptions of time seem to be altering going into slow motion, my mind would send a
command to my right arm and to push the door open, but it seemed that the command took forever to
reach my hand. Once it did my observations was that my right hand then moved into a slow motion arc
towards the handle. The sounds in the colors of the restaurant for your began to slow and intensify as
well. Much like a record player being slowed down on a turntable. While the volume was being turned
up. The voices around me became louder and remained unintelligible like words being played through a
tape player at half speed. I remember suddenly being intensely frightened by what was happening to
me, but remains hopelessly unable to do anything about it. My last blurred memory was the door
opening in my body falling through it on its own momentum. I distinctly remember fearing that I would
break the glass with my fall. And then I heard a horribly loud pop and thought that it might have been
my face striking something as I was falling, expecting to feel the cobblestone smack me in the face. I
found myself catching my balance and then standing right in the middle of the street. You can imagine
my Wonderman I was no longer falling but felt very light and was standing there calmly looking at my
